Multiple neighbors said they were not told in advance and described frequent public-service responses to the property; one neighbor said he recorded eight public-service calls in the past year and questioned whether the reported three medical calls in staff records reflected the full operational impact. The homeowner who owns multiple nearby properties said his properties are inspected and maintained, and speakers debated whether the city was being fair if other similar homes in the area had not been held to the same standard.
Given concerns about neighborhood notification and the owner's broader portfolio, Council member Lopez moved to deny Item 23 and to allow the current occupants at least 60 days to relocate; the motion carried. Council members and staff discussed verifying whether other similar properties in the area held required permits, but staff said distance checks and registration verification would take additional time and could not be completed immediately during the meeting.
