Planning staff said the recommended approval includes two conditions: the business operation must remain consistent with an attached operational plan and check-cashing activity must be limited to no more than 100 checks per month. Planning & Zoning had recommended approval with conditions by a 7–0 vote.
Council members asked whether the 100-check limit came from state law or city code; staff said the limit was borrowed from the ordinance definition that distinguishes check-cashing businesses from banks and grocery stores and that compliance would be checked by the finance director if concerns arise. Council approved the item as presented by staff.
