Small rezoning to extend PD8496 near George Bush Highway approved; preservation group seeks plant survey

The Plan Commission unanimously approved a small rezoning that brings a 1.934-acre triangle at 6211 North George Bush Highway into the adjacent PD8496 zoning, aligning the parcel with a larger planned-development area and enabling future mixed-use or multifamily development under state law (Senate Bill 840).
Staff explained the request would make the small parcel contiguous with the larger PD and noted that any future development must comply with the Garland development code; staff recommended approval. Endeavor Real Estate Group's representative Zach Johnston said the triangle contains floodplain and that current project plans do not include buildings on that wedge; the broader PD properties are under active concept review and the larger site could include about 396 apartments in total.
David Parish, president of the Preservation Society for Spring Creek Forest, asked the developer and staff for an opportunity to survey and, if necessary, conduct a fall plant rescue for two plant species the Texas Parks and Wildlife lists with a conservation status of S2 (vulnerable). Parish described prior rescue work and requested coordination "to give us every possibility of achieving a successful rescue" in late September or October. Commissioners approved the rezoning; staff and the applicant indicated willingness to coordinate with local preservation groups regarding timing and floodplain limits.
The rezoning will move forward to council as part of the standard approval process; environmental coordination and any necessary surveys will be part of pre-construction planning if development proceeds.
