Haley Pryor, representing Watermill Express, described the company's new 5,000‑series precast unit and filtration system, saying the kiosk is "a mini water purification plant" with reverse osmosis, ultraviolet disinfection and remote monitoring. Pryor said the model is certified in Texas and includes an 1‑800 customer service number posted on the unit.
Council members raised safety and sight‑line concerns about placing landscaping directly in front of the kiosk. Planning staff agreed to adjust landscaping placement to the sides or as practicable during permitting. Deputy Mayor Pro Tem Ott moved to approve the 15‑year SUP with landscaping conditions; the motion passed unanimously. The applicant said it will ensure signage complies with city code during permitting.
