Commission backs 128-acre Goodland River Bend mixed‑use plan with conditions

Planning staff presented CPA-26010001 and a planned development zoning (ZON26010001) for the Goodland River Bend project, a proposed 128.2-acre PD that would allow mixed residential neighborhoods, neighborhood commercial nodes and a regional commercial area. Staff said DRC recommended approval with a transportation condition requiring Lakeview Drive and necessary internal streets be built to TxDOT and city mobility standards.
A resident, Melinda Villamora, spoke in opposition and said she had concerns about ownership status, notice and potential impacts on the surrounding area. "It's my understanding... it's not officially owned by them yet. It's gonna be determined based on your rezoning results," she told the commission. Commissioners acknowledged the public comment but said the current vote concerned the portion of the plan before them; Commissioner Angela Lucky Vaughn moved to approve both items with the DRC conditions, and the motion passed unanimously.
The approvals move the proposed PD forward to city council for final consideration.
