James Island council approves three stormwater pipe repairs totaling $59,209.90

The Town of James Island council voted Jan. 15 to award three repair contracts addressing failing pipe sections and undermined roadbeds, approving $16,496.40 for North Stiles, $21,836 for Mayflower Drive and $20,877.50 for the Julia/Chandler location.
Public Works Director Melissa Flake told the council the problems varied by site and therefore required different approaches: the county—stimate for North Stiles would seal and foam around the pipe and replace riprap to stop sediment from moving around the pipe; the Mayflower and Chandler sites are suitable for less invasive slip-lining or cure-in-place liners. "If we don't stop the water from getting around the pipe, we're not going to stop the problem," Flake said, arguing the county sealing method would likely prevent repeated failures at North Stiles. Council members asked technical questions about oyster-shell buildup, tidal and stormwater impacts, and the comparative longevity of slip-lining versus full replacement.
Each contract was moved and seconded in sequence; roll-call votes were unanimous. The council recorded that the Chandler repair required slip-lining because the road is under SCDOT jurisdiction and a county estimate was not available. Mayor Brook Lyon said approving the three projects will help "knock out some more of the many drainage projects that we're tackling and trying to make our island safer and help with flooding."
