PSD reports wastewater impact-fee study, Parks Point sewer timeline and pump-station upgrades

Ashley Callahan, district manager for the James Island Public Service District, briefed the council on wastewater and sewer projects. She said the PSD recently completed a wastewater capacity fee study — described as an impact fee on new development — and that staff may revisit the study to ensure new development bears appropriate costs.
Callahan provided project updates: the Harborview Road/Forest Lake project is nearly complete; Parks Point public-sewer project is ongoing and phase 1 site work is expected to finish by the end of April, with phase 2 connecting roughly 185 residents anticipated to start in the summer. PSD also described planned capacity upgrades to Pump Station 303 and phase 6 of a wastewater-line relocation project; bids and procurement for components of these projects are in process.
