Council adopts amended parks-and-recreation fee schedule; pavilion, camping and pickleball rates updated

The Highland Village City Council approved changes to parks and recreation fees on Dec. 9, adopting staff and Parks Board recommendations intended to align rates with comparable venues and generate additional revenue.
Andra, the city's assistant director of recreation, presented recommended adjustments including hourly pavilion pricing (with daily caps) to replace the previous half-day and full-day model; a single year-round camping rate proposed at $35 for residents and $45 for nonresidents; a senior nonresident annual pass reduced from $100 to $75; and reservable pickleball court fees (proposed $5 for residents, $10 for nonresidents) while keeping open courts free for casual play. "This allows more flexibility in rentals and opportunities to generate revenue," Andra said during the presentation.
Council members asked several operational questions (clean-up hours after rentals, minimum booking times, and whether short bookings break even), and requested a follow-up report with the first 10 months of data after the fee changes to measure visitor patterns and revenue impacts. One councilmember said he wanted the new fee data compared to prior periods to evaluate any loss or gain in nonresident usage.
A resolution to amend the city's master fee schedule was moved and seconded during the action portion of the meeting; the council carried the measure 7'' 0. Staff will implement the updated fee structure and provide comparative data after the first 10 months for council review.
