Mountrail County approves $23.677 million CR4 rebuild, agrees 50/50 utility relocation with MWEC

Mountrail County commissioners voted May 5 to move forward with a full reconstruction of County Road 4 (74th St NW) as one project in 2029, approving Alternative 1A, which includes a west-end alignment shift. The motion, moved by Commissioner John DeGroot and seconded by Commissioner Jason Rice, passed unanimously.
Road & Bridge Engineer Jana Hennessy and representatives from HDR Engineering presented four design options and associated cost estimates: a single-project build ($22,295,000), two-part and three-part builds (roughly $23.3M–$23.9M), and alignment/realignment options raising costs to about $23.677 million. The approved Alternative 1A carries an estimated roadway cost of $23,677,000 and an estimated utility relocation cost of $3,705,000; the Board approved splitting the utility relocation costs 50/50 with Mountrail Williams Electric Cooperative (MWEC). A cost-share agreement will be presented to the Board at a future meeting for formal approval of the detailed terms.
The Board’s action commits the county to a multi-million-dollar capital project that will proceed next into formal design, right-of-way and utility coordination phases. County staff emphasized the need for subsequent agreements and inspections tied to utility relocations and rights-of-way prior to construction.
