PBK presents revised Justice Center design; council weighs bond timing and dispatch licensing

PBK Architects presented the council with schematic designs and an updated opinion of probable cost for a new Justice Center. Jessica Molter of PBK said the main building footprint had been trimmed to about 45,000 square feet and the supporting one‑story asset building to about 7,000 square feet; preliminary architectural cost opinions were $750 per square foot for the main facility and $550 per square foot for the support building.
"We were able to trim that down a bit more, to about 45,000 square feet," Molter said, adding that the team will hand the design to a CMAR to develop more detailed cost estimates. She noted schedule milestones tied to the council’s August 15 deadline to call a bond election for fall and said site survey and geotechnical reports are underway.
Councilors pressed for options to reduce costs without compromising core program needs and asked whether the 9‑1‑1/dispatch element could be licensed if built. PBK said trimming further would likely affect programmatic needs and future proofing; staff and PBK agreed the selected CMAR will produce a guaranteed maximum price and more precise estimates before any bond call. Council also asked staff to confirm regulatory and licensure steps for dispatch services to avoid building a facility that cannot be operated as designed.
