Veteran urges Hutto to fund a senior center to address transport, meals and social needs

Chuck Throop, who identified himself as a Vietnam veteran and chair of the city’s senior working group, urged the Hutto City Council to create a senior citizen center to address social isolation, transportation and food insecurity.
“We talked to a lot of seniors. The answers are pretty much the same: social opportunities, transportation for medical appointments, stretch food dollar, and put a cap on utilities,” Throop said during the public‑comment period. He recommended a multiuse facility that could host a noon meal program, a transportation scheduling desk and space for volunteers to help with rides and disaster response.
Throop suggested the city could leverage local organizations such as Meals on Wheels and the Huddle Resource Center and pointed to an existing bond (noted in his remarks as “Prop C”) as a possible funding vehicle. He said the senior population is growing and estimated seniors make up about 20% of local residents, and he pledged to follow up with councilors by email with supporting numbers he collected.
Council members did not respond at length during the public‑comment period — the mayor noted that council rules prohibit back‑and‑forth during public comment — but several members later acknowledged the need for services and asked staff for follow‑up options during budget discussions.
