Assistant CMFO Alicia Holder explained recurring nonpayment patterns and operational challenges that prompted changes to the Utility Department’s cut‑off policy. The proposed language automates addition of reconnect fees once a crew member departs for a customer's location and formalizes procedures discussed at TAUD meetings.
Ald. Barber moved to adopt the resolution changing utility billing effective July 1, 2025, and later motions carried to approve Ordinance #577 on first and final readings; Mayor Bell declared Ordinance #577 approved. Recorder Garland and Holder noted the change will streamline billing and recovery procedures and that related operational steps will be implemented by Utilities staff.
