Green said he will re-advertise the project with corrected dry-ton estimates and return to the board with updated bids in April. Alderman Keith Smith moved to reject the bids and Alderman Michael Phelps seconded; the motion carried. The board discussed the procurement implications of the larger volume and the need to adjust contract specifications before reissuing the solicitation.
