Pittsford panel agrees to house subdivision definitions in zoning regulations; considers ANR atlases for mapping

During review of the subdivision by-laws the commission debated where to put definitional language needed to support review standards. Commissioners noted other towns keep definitions in the zoning regulations rather than in separate bylaws and, after discussion, agreed the subdivision definitions should be part of the zoning regulations as Article XXII: Subdivision Definitions, placed after the telecommunications definitions.
Logan Solomon, representing the Rutland Regional Planning Commission, confirmed that towns vary in placement and that Poultney, Brandon and West Rutland had recently updated similar definition sections. Mike Norris suggested using ANR atlases for mapping information to reduce the cost burden on applicants: the commission noted that mapping choices can affect applicant costs and recommended staff and RRPC coordinate to identify appropriate sources and drafting language.
The decision to adopt a single location for definitions is procedural but intended to improve clarity; commissioners requested clearer, consistent definitions for terms such as 'clustering' and for where definitions will be published (zoning regulations rather than as an appendix in the subdivision bylaws). Revisions will return to a future meeting for formal approval.
