Commissioners appoint tenant to Housing Authority board; OK NCPC for CDBG administration
Summary
After legal review, the board appointed Arla Gourneau to an unexpired Housing Authority seat and approved NCPC to administer a $500,000 CDBG project for San Haven development; the appointment followed statutory advice that small housing authorities (<300 units) are not required to have a tenant board member.

Rolette County commissioners considered an appointment to the Rolette County Housing Authority after multiple applicants expressed interest. State's Attorney Brian Grosinger advised that statutes requiring a resident board member apply differently to housing authorities with fewer than 300 units; because Rolette County Housing Authority has fewer than 300 units, the resident requirement is discretionary. The board appointed tenant Arla Gourneau to the unexpired term ending Dec. 31, 2024.
Separately, the board approved an Administration Services Agreement with North Central Planning Council (NCPC) to administer a $500,000 CDBG grant for San Haven housing improvements (roof, windows and doors). NCPC will be the pass-through administrator; the board authorized requesting Governor's Fund assistance to cover administration costs estimated at roughly $26,539.
