More than a dozen East Garland residents — including Brian Shaffer, Gatlin Lear, Jake Larson and Jackie Snooks — spoke in opposition, emphasizing that the AHZ was the result of months of community work in 2025 and warning that RR-2 zoning would increase density (the RR-2 zone allows roughly 2.5 times the density of the AHZ), fragment farmland, worsen traffic and strain local water and other services. Commissioner Jed Pugsley moved to recommend denial based on disharmony with the General Plan and existing community effort; Commissioner Jennifer Jacobsen seconded and the motion passed unanimously.
