The Billings County Zoning Board approved application 2026-16 on April 16 to allow rough grading at the Western Heritage Arena site west of Medora (section 22-140-102, between I‑94 Loop W and the Medora Campground). The approval was limited to grading and site work only; subsequent applications will be required for platting, structures and infrastructure.
The board attached conditions: a Weed Control Plan coordinated with the County Weed Board, a Dust Control Plan, and a requirement that TRMF apply for a Major Subdivision prior to building streets or other infrastructure or seeking rezoning for future development. Karen Putnam moved for approval and Rodney Syminow seconded; the vote was unanimous.
