Board withholds payment on park restroom as playground surfacing fails safety test

The Board of Mayor and Aldermen voted to withhold further payment on the City Park restroom project after Mayor Terry F. Bell told the board the fixture had not been ordered and would likely not arrive before August. "We were originally told that the new restroom would be delivered around May or June. We were told around the end of March or early April that the restroom had not even been ordered," Bell said, while noting the city had received a bill for roughly $200,000 and the contractor asked for 50% payment.
The board also learned that ball-drop safety testing identified areas of failed surfacing on both playground pads; Mayor Bell said contractors must repair those sections at their expense. Alderman Mark A. Barber moved to not pay any additional amounts until the work is complete under the terms of the contract; Alderman Donna R. Butler seconded and the motion carried. The board did not set a payment schedule and directed that the contract terms be enforced before releases are made.
