Staff said the Forest Service is taking on additional responsibilities for studies and that an on‑site alignment meeting was scheduled. Commissioners voted to approve the joint powers agreement/task order that will split early engineering fees and keep construction costs in each county where the work lies; the board approved the agreement by motion and voice vote. Staff noted that the final cost split for construction will depend on alignment and engineering results.
