County commissioners report tax abatement approval and park designation; staff flag shipping-container complaints

During communications and reports at the April 2 meeting, County Commissioner Rick Greene said the County Board approved a tax abatement for a project by Kendall Howard valued at $21 million and expected to produce about 200 jobs. Commissioner Dan Dahlberg reported Parks Director Joe Tart had informed him that Fish Lake Park had been designated a regional park.
Land Services Coordinator Beth Gervais reviewed the ordinance Issue Identification Tracking Matrix and noted small updates to water-related zoning regulations and to temporary storage/shipping container policy work. Staff provided first-quarter monitoring metrics on shipping containers; commissioners noted complaints received by the County about containers, including placement in front yards. Gervais said a Planning Commission special work session is scheduled for April 16 to meet with the Lower St. Croix Watershed Partnership to discuss proposed ordinance amendments related to shoreline and floodplain management.
Commissioner Jim McCarthy distributed a Minnesota Reformer article and referenced House File 3895 and Senate File 4123 in relation to zoning and housing regulatory changes; he praised Chisago County's recent zoning updates allowing smaller minimum dwelling sizes and accessory dwelling units.
