The Planning Commission recommended approval April 2 for the Preliminary Plat of Franconia Township Hall, which would divide a 27± acre tract into a 13.14-acre buildable lot and a 13.85-acre outlot.
Coordinator Beth Gervais said the plat drawing showed a buildable Lot 1 with verified soil borings for primary and alternate septic sites, while Outlot A lacked road frontage and did not meet Home Site Area standards, so it was proposed as an agricultural outlot. County staff verified the wetland delineation; soils will require seasonal verification prior to Final Plat submittal. The Chisago County Highway Department asked that the Final Plat show controlled access from Pleasant Valley Road and an access easement for the landlocked outlot.
Recommended conditions require soils verification before Final Plat, inclusion of a controlled access and access easement, recording a deed restriction that Outlot A remain undevelopable and agricultural only, required permits for wetland impacts, and timely Final Plat submittal. The commission adopted the recommendation unanimously, 6-0.
