Cass County board approves budget amendments, multiple contracts and grant applications

The Cass County Board of Commissioners on April 7, 2026 approved a package of motions and resolutions that included fourth-quarter budget amendments and a series of contract awards and grants.
Chief Financial Officer Becky Toso told commissioners the net requested increase in General Fund expenditures for the fourth quarter was $1,139,591 and that investment earnings totaled $4,359,681 — roughly $2.6 million above budget — bringing the unassigned General Fund balance to about $20.2 million at year‑end. The board voted unanimously to approve the budget amendments. Later the board voted to assign $135,000 from the unassigned fund balance to increase the compensated‑absences commitment to approximately 80% of the liability.
The board also approved several procurement awards and agreements. County Engineer Darrick Anderson reported bids for striping and gravel surfacing: Sir Lines‑A‑Lot won the maintenance striping contract (C.M. 2026‑02) at $339,647.64 for 387.5 miles of paved roads; DLL Excavating won the 2026 gravel surfacing contract (C.M. 2026‑01) at $238,771.80. Facilities awarded a carpet replacement for Deep Portage Learning Center to MCI Carpet One for $13,673.45, funded in part from insurance proceeds. The board adopted multiple resolutions and agreements including authorization to apply for a Region V Sourcewell Community Impact grant for mental health services and approval of a gambling permit application for the Babinski Foundation’s Sept. 12 event.
