Chelsea Crawford, executive director at Tennessee KN, told the subcommittee that Tennessee has ranked near the top nationally for pandemic recovery in math but that the majority of students remain not proficient. "Tennessee has been number 3 in terms of pandemic recovery and math," Crawford said, while noting 2025 TCAP data showing substantial proportions of 4th- and 8th-grade students below proficiency.
Crawford recommended a universal math screener with state-level reporting to give policymakers more actionable diagnostic data and stressed that "these are very low stakes diagnostic tools" that should remain diagnostic rather than punitive. She also highlighted high-dosage tutoring and targeted supports as effective post-pandemic interventions that the state should scale.
