Chair cites 3rd-grade ELA proficiency at 41.7% in TCAP results

The Chair added that across all grades the data show improvements for all demographics and economic groups. He characterized the results as "tremendous" and urged members to consider the underlying recommendations in the advisory report he circulated by email.
