Town Manager Suzanne Harvey told the council the current procurement code requires requests for proposals for projects over $10,000 and suggested that rule discourages vendors from bidding on smaller projects. "It currently requires that any projects over $10,000.00 have to go through the RFP process," Harvey said, adding that a three-quote requirement would be more practical for modest expenditures.
Harvey also proposed granting the Town Manager authority to approve emergency expenditures up to $35,000. Attorney Thomas Benavidez agreed with the proposed direction. Mayor Wallace instructed staff to draft an ordinance and return it at the next meeting for formal consideration. The council provided policy direction but did not adopt the ordinance at the March 26 meeting.
