The Huachuca City Town Council voted April 9 to accept the town's 2024–25 financial audit after a presentation by auditor Jennifer Frank.
Frank told the council the independent audit yielded an unmodified (clean) opinion and that auditors found no material weaknesses or significant deficiencies. "You had an unmodified clean opinion again this year," Frank said, and she added the state legal compliance report was likewise unmodified.
Frank summarized key figures: total net position was about $12.3 million at June 30, 2025, and net position increased by $330,333 during the year. Governmental activities showed a $544,000 increase while business‑type (utility) activities decreased by $211,000; governmental capital assets rose by roughly $3 million, largely reflecting the Skyline project. Frank reported the landfill's closure and post‑closure liability at about $3.8 million and noted the landfill showed a net loss in 2025 as expenses (including rent transfers and closure adjustments) outpaced revenues.
Mayor Johann R. Wallace commended staff for the result: "This is a good audit. There are a few things there, but it's a good audit. It's actually an excellent audit," he said, thanking department heads and staff.
The council moved to accept the audit; the motion carried unanimously. The minutes record the audit acceptance motion moved by Johann Wallace and seconded by Christy Hirshberg.
The audit presentation included more detailed fund analysis: general fund cash of roughly $746,000 at June 30, 2025; enterprise‑fund trends showing water and sewer producing modest net income in 2025; and revenue increases of about $394,000 year over year, with charges for services up roughly $511,000, primarily attributed in the presentation to Fort Huachuca contracts. Several numeric items in the spoken presentation (formatted or transcribed inconsistently in the minutes) were clarified in the audit report pages referenced during the presentation; where the minutes contain ambiguous numeric fragments, the formal financial statements and notes should be consulted for precise figures.
Council instructions: none beyond acceptance; staff were thanked and no follow‑up motion was recorded.
