Airport representatives, township residents urge denial or delay of Batavia annexation

During public participation at the Dec. 1 meeting, several speakers urged the Board to deny or delay the Village of Batavia annexation petition because of safety concerns near the Clermont County Airport.
Chuck Gallagher, speaking for the airport, said he and the airport "oppose the Annexation on today's agenda" and provided documentation on the runway protection zone to the Board. Kyle Lewis of the Aircraft Pilots Association referenced federal grant obligations under U.S. Code Title 49 and urged that obligations be preserved. Other Batavia Township residents—Colleen Price, Ray Neiser and William Albright—asked the Board to deny the annexation and said the public's voice should be heard.
County staff and outside counsel noted that FAA approvals would be required for any construction affecting airspace and that the petitioner submitted a revised plat meeting statutory requirements. The contest remains unresolved at this session because the board tabled final action until Dec. 10, 2025.
