Council approves first reading of permitted-use matrix and code reorganization

Community development director Patricia Love summarized a months-long municipal code update that consolidates permitted uses, moves development standards into a clearer section, and separates business-license rules from land-use regulations. "The intent of the permitted use matrix is to really implement the goals and policies and economic development requirements for the comprehensive plan," Love said, describing a consolidation from 20 categories to eight and the relocation of footnoted standards into a development standards section.
Councilmembers asked detailed questions about specific uses, including how nonconforming mini-storage sites would be treated, whether single-family uses should remain allowed in multifamily zones given limited vacant land, and how hotel sizing and parking formulas were applied. Love said staff had highlighted changes from a June workshop and would follow up on several council questions. Council voted unanimously to approve the first reading of Ordinance 15-64 and scheduled staff to return with any clarifications at the second reading.
The code update also moves wireless communications and other existing standards into the consolidated development section without substantive changes, while adding a small number of new clarifying standards. No written materials were submitted to the clerk for this hearing.
