Presenter Powers explained, "The proposed amendment replaces that fixed 7PM deadline with the requirement that containers be removed within 24 hours after collection," and emphasized the ordinance preserves the objective of keeping containers out of the public right-of-way. The council moved to adopt the ordinance and approved it by roll call; staff noted enforcement will follow the village's code-enforcement escalation (warning, notice, then further action).
