St. Charles Township notified; petitioners must obtain township permits and a conditional use permit

Planner Olivia Stroinski told the Board that the application packet included a township acknowledgement from St. Charles Township indicating the Town Board had "no comments." The minutes record that the petitioners must obtain all necessary permits required by St. Charles Township, Winona County, and the State of Minnesota, and must meet State Electrical Code requirements and obtain a conditional use permit for a dwelling on less than 40 acres in the A/RC zoning district.
The Board discussed township enforcement authority and the typical process for permitting and building structures; Assistant County Attorney Steve Kranz clarified that townships taking over zoning and permitting intend to honor County decisions. The minutes note that enforcement related to a denied variance or permit would be handled by the township.
