At 8:48 p.m. the Board voted unanimously to enter a closed session under the cited provisions of the Virginia Freedom of Information Act to: (1) consider possible acquisition and disposition of real property where open discussion would harm negotiating strategy (Va. Code §2.2-3711(A)(3)), (2) consult with legal counsel about public utility matters (Va. Code §2.2-3711(A)(8)), and (3) discuss a prospective business or the expansion of an existing business where no prior announcement had been made (Va. Code §2.2-3711(A)(5)).
The Board reconvened in open session at 9:31 p.m., and County Administrator Evan Vass read the statutorily required certification that only lawfully exempted matters had been discussed. Each Board member certified compliance by roll-call vote and the meeting adjourned at 9:31 p.m. The transcript records the statutory authorizations and the certification but does not disclose further closed-session substance in the public minutes.
