Designers from Gannett Fleming and Suffolk County DPW explained technical reasons for the chosen replacement and construction approach, emphasizing safety and the unique site constraints.
"We're gonna be building the substructures while the remaining... the existing bridge is in place, working around those piers," the design team said, describing a plan to construct much of the work under the existing span to limit the detour duration. They highlighted a buried National Grid gas main and a Hampton Bays water district line that cross beneath the site and "cannot be disturbed;" the alignment of those utilities, together with the railroad skew and staggered piers, prevents standard staged construction and makes temporary bridge foundations infeasible without property takings.
Engineers said they plan to use as many prefabricated elements as shipping limits and site logistics permit to "drop into place basically like Legos" during the weekend operations that would require a railroad outage; much of the preparation would occur while trains and the bridge remain in service. The final design would restore the existing lane configuration (one lane each way) and widen the sidewalk on the south side to 5 feet 6 inches from the current substandard 4 feet.
