Residents tell planning board unfinished lots, open excavation pose safety, financial risks

Several residents told the planning board they remain worried about unfinished lots and safety in the Barrington Brook/Burning Tree area and urged the board to use permitting authority to force corrective work.
At the meeting, a resident at 13 Thrushwood Lane (speaker 6) described a recently finished construction effort by a homeowner who reclaimed a lot and pointed to an incorrect driveway alignment that the homeowner said will cost about $15,000 to fix. The resident also described a large open excavation and a parked digger and said grandchildren visit the neighborhood, creating safety concerns.
HOA trustee Stanley Brown (speaker 7) and trustee Sharon Shalu (name introduced in comment) urged the board to use permit holds to prevent the developer from transferring responsibility without finishing required work. "We think it's a very good idea" to hold permits until the list is fulfilled, Brown said.
The board and staff discussed practicalities and restricted the proposed permit hold to permits issued to or on behalf of the developer, seeking to avoid penalizing individual homeowners who need routine permits. Staff (speaker 2) said they would coordinate with the building department and report back.
