He said the plan meets the cluster requirements in the Unified Development Code but acknowledged the visual character may not match some residents' mental image of "tightly clustered."
Planning Commission recommended approval with conditions: demarcation of the developable lot and open-space boundaries; a conservation easement recorded prior to issuance of the first building permit; and construction of the north-side trail by the time the first certificate of occupancy is issued. Councilmembers asked for clearer guidance on the definition and policy application of "tightly clustered" and staff said that forthcoming UDC updates will address that language. The council agreed to include the clarifying recommendations from staff and returned the matter for subsequent council action after the formal submittal.
