The Salem Township Planning Commission discussed and voted to amend proposed revisions to the Subdivision and Land Development Ordinance (SALDO) on Feb. 5, advancing the changes to the Supervisors for a public hearing. Commissioners focused on clarifying application and review fees, defining professional consultants and the process for itemized developer billing, and establishing escrow accounts to cover additional consultant charges.
Members also recommended adopting Municipal Planning Code (MPC) language to define "land development" and narrowing references to accessory buildings by excluding commercial uses while retaining farm-building allowances subordinate to principal buildings. The commission voted to recommend the amended SALDO to the Supervisors; the Supervisors will schedule a public hearing where the public can provide testimony. Commissioners said fees will increase so developers, rather than taxpayers, cover professional review costs: "Fees will increase. Taxpayers have been subsidizing land developments. The fees have been so low that when land developments come in, our professional services are billing the township. The taxpayers are paying for it."
