Council debates timing, park governance and tree-board rules during stump-removal discussion

A town resident and tree expert urged Huntsville council members to postpone grinding more than 30 park stumps until spring 2026, citing firmer ground that could reduce damage risk. Jake Songer recommended postponement during the Oct. 20 discussion; the council considered his advice but ultimately voted to proceed after adding protections and retaining a small number of stumps.

Council members raised governance and funding questions tied to the timing decision. TCM Artie Powell said doing the work this fall could secure a contractor discount because landscaping demand is lower, but he also highlighted that Ogden Valley Parks District bills are submitted quarterly and that a potential Ogden Valley City takeover could change park management in 2026. Members discussed a new 501(c)(3) being formed to raise funds for town events and projects and expressed concern about the town’s role in grant writing and funding decisions. Several members said the town’s tree board statute needs to be rewritten to improve communication and oversight among involved parties.

Despite those concerns, council members approved the Arbormann contract with amendments to allow selected stumps to remain for seating and to instruct the contractor to stop work if wet ground threatens damage. The council did not adopt any formal changes to park governance or the tree-board statute at the meeting but recorded the need for follow-up work and potential ordinance revision.
