Huntsville Council ratifies contract with Sunrise Engineering to design failed water transmission line segment

The Huntsville Town Council on Feb. 5 ratified Resolution 2026-2-5 to contract with Sunrise Engineering for design and survey work on a replacement transmission pipeline along 1800 South. Clerk Beckki Endicott told the council the town's engineer is ready to begin the design process; the town solicited bids and Sunrise Engineering was judged the best-priced, qualified bidder.
Mayor Richard L. Sorensen told the council it "came down to choosing the best price and that was Sunrise Engineering." The Sunrise Engineering proposal included a diagnostic of repeated HDPE pipe failures, recommended replacing the approximately 3,600-foot pipeline segment from the water treatment facility west on 1800 South, and proposed engineered trenching, higher-grade pipe options (e.g., DR11), potholing and utility coordination. The firm's fee summary attached to the minutes lists a not-to-exceed design and survey budget of $97,200 and a design schedule intended to support bidding in July and construction later in the summer/fall of 2026.
Council voted 5-0 to approve the resolution and authorize the town to enter the agreement with Sunrise Engineering. The Council directed staff to finalize contract documents and prepare for the survey and permitting steps identified in the proposal.
