She told commissioners the program must raise $214,778.00 this grant year and that allowable in‑kind donations and volunteer time must meet specific valuation and verification standards. "The program is responsible to raise $214,778.00 per year," she said, and handed out updated contribution charts and reporting forms approved by the Office of Head Start.
Commissioners asked for clarity about what they should sign and how to report time spent reviewing materials. Commissioner Ed Beaudette said the board should have a consistent approach to recording review time; Ungaretti replied officials should record the actual time each individual spends reviewing packets and the minutes spent in the meeting for audit purposes. Ungaretti requested signatures from county officials — including the CEO, county attorney and clerk of commission — on the documentation pages and said the forms will be retained in the 2026 Policy Council/Grantee Board binder.
The packet does not request any new program action today; Ungaretti described the presentation as an annual governance review and documentation step to maintain compliance with federal Head Start performance standards. She invited commissioners to contact her with questions as they complete the required acknowledgements.
