The Huntsville Town Council continued a multi-session review of a proposed nuisance ordinance and related administrative enforcement procedures. Councilmembers proposed multiple edits, including moving noise rules into zone-specific sections, adding 'public view' language for junk and abandoned vehicles, and clarifying that bona fide agricultural activities be accommodated in certain zones. Members agreed to a January work session for a line-by-line review and tabled the ordinance for further revision.
The draft ordinance (Attachment #8) also updates administrative procedures for inspections, appeals and penalties; staff and Council agreed further refinement is needed to balance enforceability with residents' privacy and agricultural practices. The motion to table was approved by unanimous vote at the Nov. 20 meeting.
