Council adopts comprehensive-plan amendment to clarify flow-line dredge-disposal mapping

The Astoria City Council completed a second reading and adopted a package of three ordinances to amend the Comprehensive Plan, Development Code and land-use map to define flow-line disposal locations used by the Army Corps for dredging.
City Manager Spence said the package is part of the city’s annual housekeeping to bring municipal code in line with state and county practices: “What this, amendment proposal before us is trying to ensure that the definition of where the dredging material is disposed of matches up with not only just the city code, county code, as well as state code in terms of those disposal practices.” Director Hillary Norton read the ordinances and noted the public hearing had been held and closed on Jan. 6; she reminded the public that any appeal must be filed with the Oregon Land Use Board of Appeals within 21 days.
Councilors moved and seconded adoption of the ordinances on a roll call vote. The council noted the change is intended to avoid inconsistencies between jurisdictional codes and streamline permitting and dredge-disposal decisions affecting the federal navigation channel.
