City offers $30,000 to close Pacific Trails loop, EDC outlines improvements

Danny Rivera, executive director of the Elsa Economic Development Corporation, presented the city's plan to link the Pacific Trails linear park to the high school and close the existing loop. Rivera said the city and partners have invested about $3,500,000 in the park system and that a dedicated park-fee fund will contribute $30,000 toward lighting, emergency stations, landscaping and the connections needed to create a continuous loop.
Rivera described amenities already in place — a splash pad, playgrounds, a dog park, disc golf and fitness stations — and said the city's maintenance commitment will keep the new trail elements running so the district does not have ongoing upkeep responsibility. "We have $30,000 today that we're ready to invest into this park and add the lighting, add the connections," Rivera told trustees.
