City treasurer and clerk lay out timeline for tax bills and interim billing

Carol Doss, the city treasurer, said the grand list will be lodged July 29 and the proposed municipal rates will come to council on Aug. 4. The clerk said the city plans to send interim bills to the printer Aug. 6 and hopes to have them in the mail by Aug. 14; a final homestead rate will follow the school budget process and could produce a balance due to be paid with the February installment.
Doss described a communications plan: brightly colored inserts, revised stub language and social-media posts to explain interim billing and credits shown on final bills. Staff also said the city will provide a one-time grace period during the early months to help residents adapt to the change in bill timing.
