Commission directs staff to draft priorities and application process for remaining urban renewal funds

City manager Mister Spence opened a broader discussion about how to set priorities and processes for the remaining urban renewal district funds and provided context on balances in each district. Spence told the commission Astor East currently holds just under $3,400,000 and Astor West roughly $5,500,000, and asked whether the commission preferred limits, matching requirements, loans versus grants, or a formal application process.

Commissioners debated several options. Several members, including Commissioner Lump and Commissioner Mozzarella, urged strategic priorities around housing, infrastructure and projects that expand the tax base rather than an entirely reactive approach. Commissioner Lump said plainly, "housing is my priority," and several commissioners favored creating guidelines that prioritize projects that leverage other funding rather than becoming the sole funder.

Members also discussed program design: retaining the storefront improvement program as an open, rolling application (staff said that program typically provides up to $15,000 per project through the Community Development Department), while creating a clearer, possibly periodic process for larger grants or loan opportunities. Spence offered two paths: bring back more discussion or have staff prepare a draft priorities list and an application framework for public comment.

Commissioner Lubb moved to place the proposed priority guidelines and a draft application on a future ADC meeting agenda with public comment; Commissioner Davis seconded and the motion carried.
