Astoria council approves first readings to align dredge-disposal map with Army Corps and county

City planner Miss Perrin presented a proposed comprehensive-plan amendment and three implementing ordinances to allow a Goal 16 exception for expanded flow-lane dredge-disposal and to adopt a new flow-lane map. She told the council the Army Corps defines the flow lane by the river Thalweg and that the Thalweg can encroach into areas designated aquatic conservation under the city's code, so a state Goal 16 exception is required to align local regulations with federal maintenance needs.
The council had no public testimony and Planning Commission recommended adoption at its Dec. 3, 2024 meeting. Councilor Lump moved to adopt the planning findings and later moved to hold first readings of the three ordinances; both motions passed unanimously. Planner Perrin said the Army Corps and Clatsop County will update the Thalweg map every five years and the city's map will be updated accordingly.
