Committee presses TDOT on rest areas, litter control, ARPA spending and passenger-rail study

During committee questioning TDOT answered a range of operational and programmatic questions. On rest areas and welcome centers, Reed said a $165,000,000 capital request would be used with tourism and General Services to refurbish, modernize or repurpose facilities and that some rest areas could be reconfigured to provide truck parking due to growing truck-parking shortages.
On litter Joe Deering said the department added $6,400,000 to mowing and litter cycles as part of the recurring $80M package and described performance-based maintenance contract pilots to address urban litter, including plans to expand PBMCs into Shelby County. Members also asked about ARPA dollars spent on roadwork tied to the King's Crossing mega-site (Ford), and TDOT said around $150,000,000 of the $200,000,000 appropriated has been expended so far and that some ARPA funds flowed through counties. Preston Elliott confirmed TDOT is participating in a $500,000 corridor study of passenger rail from Memphis to Atlanta (through Nashville/Chattanooga) and that the work is at proof-of-concept and corridor-identification stages.
