Sheriff, jail administrator cite high turnover; county authorizes new correctional hires

Sheriff Marty Stanwick told the board the Brookings County Jail had 52 inmates and 78 participants in the 24/7 sobriety program. Stanwick said the county continues to require a one‑year post‑academy contract for new deputies and estimated that deputy onboarding costs can run "up to $60,000" before academy training.
Jail Administrator Andrew Erickson described staffing challenges, saying nationally correctional officer turnover is "well over 60%" while Brookings County's turnover over the past year is about 40%; when internal promotions are removed from the calculation he said the effective turnover rate is roughly 26%. Following the presentations, the board authorized requests to fill two full‑time male correctional officer positions and one full‑time female correctional officer vacancy. All motions to fill vacancies passed unanimously.
Commissioners also authorized additional staffing requests in the Highway Department and approved appointment and promotional movements noted in the consent agenda. County leaders said several internal promotions (to road, BCOAC and front‑office positions) have been used in part to address staffing gaps.
