Planning staff described CP501, a request by Mile High Construction LLC and Root Wellness to operate professional therapeutic services and limited retail from an existing house in a highway service commercial area. Staff said the retail component triggers a six‑space parking requirement (including one accessible stall) and that building permits, floodplain review and sign permits will be handled by the city of Spearfish as part of occupancy approval.
Neighbor Jan Goodsell, who lives adjacent to the property, told the board she had only seen four vehicles in the driveway and worried that customers and employees would park on Evans Lane, narrowing traffic flow and creating safety issues at school drop‑off times. The applicant and staff discussed multiple on‑site options, including adding three parallel stalls on the south side and using backyard parking; staff said the site plan as submitted meets the ordinance requirement of six spaces and that the city will require installation as part of building permits. "So you would pull in. There would be spots in the front yard. There would be no parking on Evans Lane," staff said when describing the approved site layout.
The board moved and approved the permit with conditions and directed staff to include verification of the required parking and accessibility accommodations during subsequent building‑permit review with the city of Spearfish.
