TRICOR CEO David Hart told the committee the agency operates in 11 locations, offers manufacturing, call centers, braille transcription, agricultural operations, and pre‑release and post‑release services. For FY2025 TRICOR reported serving 10,081 individuals, delivering roughly 772,000 program hours and recording a three‑year recidivism rate of 18.5; TRICOR projects modest increases in recidivism for the current cohort and expects revenue of roughly $32.3 million for FY2026.
Hart outlined a planned Trousdale commissary distribution center to be built inside the facility fence by CoreCivic — a 25,000 square foot warehouse expected late 2026 or early 2027 — that will employ 30–35 incarcerated participants in distribution training and provide commissary items for CoreCivic sites and select TDOC facilities. Hart said TRICOR expects no state funding requests for FY2027 and reported four consecutive years with an unmodified opinion from the comptroller's office.
