Members noted there was a "limited amount of time between receipt of the permit and the winter construction season," and they discussed holding a preliminary RFP or pre-bid meeting before permit approval to provide contractors advance notice.
Village Manager Manley said she "would discuss the matter with the Village engineer and attorney to determine whether a preliminary RFP or pre-bid process would be appropriate prior to permit approval." The Committee asked staff to explore whether prior outreach and use of existing project imagery could reduce procurement delays; staff will return with legal and engineering guidance before the next meeting.
