Commissioner Bryson told the committee the state must replace its 20-year-old enterprise system—called Edison—with a modern platform and requested $70,000,000 as a down payment, acknowledging more funding will be required when detailed costs are known. He framed the need alongside court-technology upgrades and a $20,000,000 investment in a quantum backbone network to accelerate research and interconnect future users across the state.
Bryson also recommended a $50,000,000 nonrecurring AI fund to build infrastructure, manage risk, implement high-value applications and maintain a reserve for rapid change. "This budget request includes $50,000,000 nonrecurring to manage service data and risk ..." he told members, adding that AI investments should balance services, data and risk.
